I stumbled across your story, as I wanted to check if this was only me having issues withGoogle Payment Profiles.. I am crazy or something is wrong? Well thank you for this story as it clearly demonstrates the case for your title - Google Ineptitude.
I am actually right now dealing with 2 different issues on 2 different businesses (one payment profile for Adsense monetization, second business trying to change payment profile for Google Ads after employee left) -> where it all creashes against is... Payment Profiles and some crazy process around them to do anything. Tons of emails back end forth, nobody understanding your questions.
Clearly Google has badly desgin process around payments. Some hotshot convinced rest of the people in the meeting that they should things around payments, so right now everything needs to goes via pay.google.com...

- my visa card from a bank used to pay for public transport
- Advertising spend
- Merchant Center issues?
- Google Wallet?
- in App payments
- Game developer revenues ?
Clearly they have put too many things in the same spot without thinking about use cases and providing ability to escalate issues.
it is really sad that such a massvie company with huge revenues cannot even provide you with a decent customer support. Most Saas companies will have someone with face and name jump in on a chat or follow up with email next day.
Instead Google bounces you between automated email and constant references to help documentation.
This article should be a must for whoever is heading the Google Pay organization now...
